Spirit Augmentation changes

Basically changed this to a 8.3 minute buff on other targets that would wear out by the time they traveled from town to their favorite hunting area, to something that could potentially last 50 minutes and be more useful long-term.

Note you will get a message, "You sense that no further spirit augmentation will take hold." when you've capped the augment points on a target.

Also, you will now gain thaumaturgy skill for buffing others (but not yourself).
