Travel/Regular roundtime command queue conflict

Since you can still perform most RT-inducing actions while under the effects of travel roundtime, the command queue system appears to be getting confused and firing off queued commands a bit too early (when the travel RT expires, even though I'm still in a regular RT).

Notice how when I added FORAGE to the command queue, it fired almost immediately, while I was still in roundtime from the SURVEY. Then it claimed that another command was queued, although I sat around and waited for awhile and nothing else happened even after both roundtimes were gone.
