Stealth gains in heavy armor are bugged.

Wearing heavy armor reduces stealth gains even below what they actually should be. Yes, I know that there were changes made to practicing stealth while wearing heavy armor so that skillgain could more accurately reflect our actual level of skill -- i.e., so people can't easily grind stealth by practicing on easier targets -- and that's fine, but I think the numbers need some adjusting. When heavily-armored and ambushing critters that are appropriate for my level of stealth skill, I don't get any stealth skillgain.
Here's a log that should deftly illustrate the problem:

____ gives you several pointers, then practices with you a bit.
"There, now go out and practice what we've been working on for a while, and it should all sink in."
(Your training has granted you +1 to your Stealth skill. Your practice of this skill will be doubly effective for the next 24 in-game hours or until you gain 2.5 unmodified points' worth of skillgain, whichever comes first.)
