It seems to be possible to 'spearfish' and then 'forage ground' while waiting to spot a fish. It is necessary to stop foraging in order to spear an observed fish, but I still think that being able to look for fish and firewood at the same time is unintended.
I haven't tried pole fishing, but I suspect it has the same issue.
