Town citizens more watchful!

Those who have been exiled or are otherwise hostile with towns should be extra-careful when intruding in unfriendly territory. Crowds within town now have a chance to recognize hostile intruders, causing bystanders to call for guards.

The system is still very rudimentary and will be tweaked and expanded over time.

Is there a way for you to find out who is wanted within a city?

Could there be a riln reward for capturing a fugitive, alive, and bringing them to the local jail?

We're planning on a bounty system eventually. I'll look at setting up an automated board of wanted posters somewhere.
