No new gate please.

The dusty rough-and-tumble frontier mining town where you're likely to be looking down the barrel of a flintlock if you cause any trouble.

As it stands Outpost doesn't have the Tse Gaiya or the trainers offered. With the gate down it keeps Tse as an option and a training spot for Corvus peeps.

The point of the gate is to block unwanted people from coming in. I don't think they're going to keep the gate down so followers of Corvus can come in whenever they want.

The gate was put in as a temporary mechanic as part of an event that ended up not being resolved. It was put in with the intention of it being destroyed again eventually. There won't be a new gate installed. Like the other two towns, Shadgard must rely on its guards to prevent hostiles from entering the town proper.

As far as Udemi are concerned, members hostile with Shadgard don't need to dodge arrows in Redrock Canyon to find a guildmaster. Head to the fort in Vatnfjall (just outside Mistral Lake) and talk to the ranger Gil.

Also know that Rithiel's working on an independent Tse Gaiyan chapterhouse that's not too close to any particular city.
The lore compels me!
