Revolver Fanning reducing rolls

When a target is attacked by more than one person within a short amount of time, their defense rolls are lowered. I believe this is due to the surround mechanics. I feel that revolver fanning should also cause this reduction on the second firing since it is two shots within a second, and dodging bullets is silly anyway.
