Guerilla + Mounted

Can anyone confirm if Tactics: Guerilla is working with mounted combat?
Elystole is almost always mounted, but I recently had the opportunity to fight dismounted and the difference was huge. It used to be that he was harder to pull into melee while he was mounted which compensated for the "get knocked off your horse" penalty, but now with Tactics: Guerilla he's much harder to catch dismounted. I was hoping the two would stack (since hit-and-run tactics are one of the things cavalry is famous for), but it seems more like Tactics: Guerilla isn't kicking in at all.
