Do mounts increase chance to close to melee?

I was wondering if riding a mount increases your chances to close to melee on a ranged opponent. If not, that would be a nice feature of mounts, unless the opponent is also mounted of course, then it would balance out.
Elma exclaims, "Let a woman rest, burn you!"
Elma hurls a bolt of flame at a limping infested merchant. Fireball hits the eyeball, vaporizing it and much more.
Note: Don't bother Elma while she's resting.

Being mounted does effect your chances to engage/avoid engagement, pretty much how you outlined it.
The lore compels me!
