Mining+Logging Hafted weapons

So with the new 25% of mining and logging being your hafted weapons score, up to 250. Will this effect scaled to skill level combat gains? Just wondering the best way to get my base hafted skill to and beyond the 250 (which is awesome in and of itself).

It doesn't scale, but I'm considering having it speed Hafted Weapons skillgains until Hafted skill passes up the Mining+Logging total.

Would it be possible to apply the same bonus to blacksmithing? After all it does make you mighty strong pounding at the forge all day.
