Does Shield of Courage work with Tactic Guardian, or do you have to be actively guarding someone?

I understand this might not be ideal, but I think the infested will spawn if it is "chilly," in the room description. Might check during a "warmer" part of the day.

Just to bump this thread, but is seems tactic guardian only works if you are the group leader in a group and not if you are only a member in the group? I wasn't sure if this was a bug or if this is intended.
