If you made vaults instanced rooms, you could simply limit the storage size (something reasonably large) on them and have only one container in each. Another issue is there a lot of things that can be found on the BBS but not on the wiki. And some things, like the recipe for cookies, can't be found anywhere at all. I can see dropping anything being held in the hands to the ground (so they can be picked up by anyone), but this would inevitably lead to people killing others for their items.
