Personally, I think that the only way to get no penalty at all should be no armor at all! After all, it is an option and should have some weight to it. I don't use armor myself, muahaha.

I suppose an argument could be made to have light armor zero out and no armor give bonus rerolls instead tho.

Its difficult to judge the current state of the game pre-abilities, since they will be so instrumental in determining skill progression. I think the general answer to this question when I asked to Rias in voice chat was "TBD", progression is more of a question for after everything actually...

Would the concept of elemental mixing imply that there are other personifications of mixed elemental heritage, possibly "immortal" but potentially more of a minor supernatural being, for things like steam, acid, lava, etc?

I was considering having multi-strikes work like spells that can land multiple hits, and make only the initial attack have the Offense vs Defense rolls (and thus skillgain). +1 for letting Mercs have a chance to buy the ring. Taric had one when he was still a merc, but he maaaay have stolen it off a body and just played it off as having received it legitimately somewhere. No one ever questioned him on it.
