I suppose another explanation could be impurities in the metal causing it to be colored a certain way, but this would also have the chance of making the metal more brittle for various reasons.

Forgive me in advance, but what makes this god's worshippers so much worse than the Huec, since they are known for human sacrifices as well? Is it simply because of where these sacrifices take place and who is being sacrificed?

I don't think it's arbitrary. That'd be like saying the item limit on mortar and pestles is arbitrary. Well, I can see why necklace items were chosen. As far as I know, they're the only items not hidden by a full suit of armor. Maybe other options could exist for unarmored folks though, like rings or bracelets. Bracelet items may not be a bad idea, since not many people seem to wear arm jewelry.
