Considering how easy it is to die in CLOK, I think this is just opening a can of worms regardless if it were opt in or not. Like Kiki said, there would be QQ either way. The GMs don't need that on their plate (or conscience), not that I can speak for them.

Isn't there already an armor mastery ability that reduces armor penalties/hindrance to some extent. I think Templars and Wyrvardn had this. Maybe others too. Regarding momentum, this would not make sense to me. A parried or dodged committed attack would leave the wielder more open, not the target. ...

On sap. I've always been an advocate for its responsible use. It can be used to easily kill another character, or knock them out and completely ransack their containers and steal everything they have. I'm not sure about usefulness of bows on horseback currently, but I'd say that a shortbow should be usable. I have this same issue with dual wielding daggers. I've not been able to get any additional strikes as of yet.
