I was thinking about this again recently and I think when the city permanently bans someone perhaps their stuff should be sold at auction by the city. Might as well just get rid of the carpentry skill, if support beams were added for sale. It'd be redundant. Many go pay at infirmaries or use first aid to heal. I think it's pretty reasonable that someone that doesn't have special training or a means of camoflauging his or herself has issues hiding in a flat, nearly barren environment. Sometimes, a willing suspension of disbelief is required for games in instances like this. Unless you're caught in roundtime when you're pointed out, you could hide and sneak out, which defeats the purpose of the militia. This seems like a neat feature, though it'd be something I'd implement later rather than sooner. The Utasa ability idea I had (farsight lense) would fit in nicely with your concept, as an alternative means of scoping out areas. However, I'm not sure why a spyglass would help you to see hidden people...
